To skip the recovery stage after a power outage, try disabling Fast Startup and Secure Boot. Fast Startup speeds up the boot process but can cause problems after a power outage. Secure Boot prevents unauthorized software from running. Disabling it can allow you to boot up after a power outage without having to restore your operating system.
Check for Firmware Updates
Firmware updates can fix problems that can cause problems after a power outage. Check for firmware updates from your computer's manufacturer and install them.
Scan File System for Corruption
Your best bet to check for damage after an unexpected power loss is to scan the file-system for corruption. Windows writes a flag when it shuts down normally. If the file-system is not able to write this flag, the power outage may have caused a problem. Windows launches a file-system check the next time that you boot up.
